Description

RWD is looking for a detail oriented, well-spoken and well-written program manager that is able to work part time on government site. This individual will be IT savvy and posses the technology literacy to work in teams of Sr. Developers, Sr. Stakeholders (GS-15s), Human Resources, Policy advisors and Business Analysts. The Program Manager must understand and be able to manage scope areas, manage staff resources and assess program risks, problems and burn-down. RWD’s Program Manager must also be a knowledge management expert. The PM must possess SharePoint skills and advanced MS Office capabilities, as well as the ability to communicate strategic efforts with our client. PM will also work as a facilitator between stakeholders and contractors, as well as employee needs from the PMO.

This position is a full-time position tha twill require that they work from two locations, one at the headquarters in Arlington, VA, as well as corporate office requirements in DC.  

Program Manager Roles and Responsibilities:

  • Technical and business planning; organizing; coordinating; tracking (e.g., cost, schedule, deliverables); managing performance; managing risk; managing subcontractors (if applicable); managing resources; and managing data. The Program Manager shall keep the Contracting Officer (CO) and the COR informed of any potential problems and make recommendations for solutions.
  • Applies an effective quality assurance mechanism over the work performed and deliverables produced and submitted to the government by self and its team members
  • Provides sufficient oversight, supervision, and review of the work to ensure all employees (including any subcontractors) are functioning at acceptable levels of performance and performing their designated assignments in a timely and thorough manner, and that all reporting requirements are fulfilled
  • Develops and maintains a Project Management Plan (PMP). The PMP shall include all the project management documentation, to include the project definition, organization chart, resources, progress reports, quality assurance plan, change control procedures, continuation of operations and proper staff coverage, and deliverable tracking. The PMP shall be submitted within 30 calendar days of award. The PMP shall be updated throughout the project as necessary
  • Follows proper on-boarding and off-boarding processes for all staff and ensure each member is familiar with the applicable Internal Standard Operating Procedures (ISOPs) and other procedures as pertained to their respective areas in support of C&P
  • Prepares and submits a Monthly Status Report (MSR) (draft template to be provided by the contractor as part of their proposal) to the COR due no later than the 7th of each month that is updated as new tasks are assigned.
  • Acts as the single point-of-contact for all work requests and delegate tasks to team members where appropriate.
  • Fills in on case of contingency to solve problems and mitigate risks (associated with quality management plan).
  • Responsible for preparing high level analysis for office executives in support of current activities and initiatives.
  • Develops and delivers a communication plan, when needed, and incorporates agreed upon changes
  • Supports execution of the change management plans, communications plans, and support training planning, coordination, logistics, execution, and post training execution functions, as needed.
  • Proposes improvements to the current data management processes, including data management controls to ensure data quality across multiple platforms. This includes assistance in implementing such business processes by developing briefings, reports, workshops and other materials to share with stakeholders and customers, if needed.
  • Project Manager must coordinate with the PMO and be able to write quarterly deliverables to HQ to improve past performance writeups and ensure quality and continuity are maintained.
  • PM must update and improve Job Boards for all jobs for HQ
  • PM must coordinate with PMO offices to ensure contract is fully staffed.
Qualifications and Education Requirements:
  • This positions requires an Active Secret Clearance. 
  • Bachelor’s Degree in English, Business Administration, Management, Communications Information Systems, Computer Science or any technical/ technical writing-based degree is preferred.
