Description

RWD is in search of a full-time Analytical and Technical Project Manager (PM) to work out of its corporate office in NW Washington DC. The PM shall provide professional project management support and provide overall project management support to Office of Contracting and Procurement (OCP). Overall support to OCP includes but is not limited to Analytical & Technical Support Services as follows:

 

Provide comments, assessments, and recommended edits on work products, documents, decision papers and memos produced by the Government when requested.

Leverage the entire Contractor team’s expertise and knowledge where necessary.

Serve as the single point-of-contact for all work requests and delegate tasks to team members where appropriate; however, the PM shall be capable of performing all tasks under this SOW and shall be required to perform such tasks daily as well as perform contract management activities.

Responsible for oversight and status over all activities conducted under contract and responsible for all work performed.

Serve as subject matter expert in program management support and responsible that all tasks are completed accurately, thoroughly, and timely.

Provide technical expertise to assist staff with developing plans to complete required tasks

Prepare high level analysis for OCP executives in support of current activities and initiatives

Provide quality project and task order management services that include but are not limited to:

a) Manage the performance under this requirement effectively and efficiently to include: necessary technical and business planning; organizing; coordinating; tracking (e.g., cost, schedule, deliverables); managing performance; managing risk; managing subcontractors (if applicable); managing resources; and managing data. The Contractor shall keep the Contracting Officer (CO) and the COR informed of any potential problems, and make recommendations for solutions.

b) Apply an effective quality assurance mechanism over the work performed and deliverables produced and submitted to the government by self and its team members. Provide sufficient oversight, supervision, and review of the work to ensure all employees (including any subcontractors) are functioning at acceptable levels of performance and performing their designated assignments in a timely and thorough manner, and that all reporting requirements are fulfilled.

c) Maintain a Project Management Plan (PMP). The PMP shall include all the project management documentation, to include the project definition, organization chart, resources, progress reports, quality assurance plan, change control procedures, continuation of operations and proper staff coverage, and deliverable tracking. The PMP shall be submitted within 30 calendar days of award. The PMP shall be updated throughout the project as necessary.

d) Follow proper on-boarding and off-boarding processes for all staff and ensure each member is familiar with the applicable Internal Standard Operating Procedures (ISOPs) and other procedures as pertained to their respective areas in support of OCP.

e) Prepare and submit a Monthly Status Report (MSR) (draft template to be provided by the contractor as part of their proposal) to the COR due no later than the 7th of each month that is updated as new tasks are assigned. The following items are the minimum content requirements of the status report:

i. Task number and description - By task and resource, a narrative review of work progress accomplished during reporting period; estimated completion dates of assigned tasks; problems encountered,

ii. Identification of Contractor issues that may impact work performance and recommended solutions.

iii. Significant events

iv. Anticipated activity for the next reporting period.

f) Work with the COR to determine agreed upon schedule of assigned tasks.

g) Proactively plan for and coordinate new initiatives.

 

Qualifications and Job Description:

  • Ideal candidate shall have analytical and technical experience creating, implementing and controlling business process improvements/change management.
  • Must be able to obtain a Public Trust clearance.
  • PM shall assist with business process improvement and change management implementation support as a result of new and/or updated policies and procedures. This includes reviewing and documenting current business processes and providing suggestions for improvements, conducting gap analysis and implementing new business processes for future known and unknown changes.
  • Analytical support may include data analysis and metric calculations to develop health assessments, score cards and dashboard reporting.
  • The scope of work also includes managing and updating the OCP iShare site collection; and collecting, enhancing, maintaining and adding new capabilities for the Office of Acquisition Database System (OADB) system and related Oracle APEX applications and other tools. These are required for efficient and effective information management through content and document management, reporting, and process workflow improvements.
  • The PM shall provide technical support to OCP iShare Sites and the OADB to include development of reports and automation of business processes, where applicable. Additionally, the PM shall assist in supporting the implementation of the new Financial Systems Modernization (FSM).
