Compensation Range:  $100,000.00 - $135,000.00 depending on experience

Education:

• B.S. degree in a technical area such as finance, accounting, or related field.

Qualifications: 5+ years of experience in the following areas:
• Business data and case analyzes
• Process improvement projects.
• Data scrubbing and manipulation
• Budgeting and/or accounting and making recommendations based on findings.
• Identifying and researching anomalies in financial data
• Presentations on data-informed recommendations
• Microsoft Suite, to include Power Pivot and VBA
• Management of appropriated funds and programs within the Defense Health Program (DHP), including formulating budget estimates and program justification for both funded and unfunded requirements
• Planning, Programming, Budgeting, and Execution (PPBE) experience
• Familiarity with SAP or similar system
• Familiarity with Government system General Fund Enterprise Business System (GFEBS)
• Experience working with the Defense Health Agency or specific Military Treatment Facilities (MTFs)
• Oral, visual, and written communications

Special Qualifications
Required Education and Experience:
Minimum of a BA/BS degree in a technical area such as business administration, management, finance, accounting, or related field. 5 years of Government Finance and related experience in some of the following areas; Business data and case analyzes, Process improvement projects, Data scrubbing and manipulation, Budgeting and/or accounting and making recommendations based on findings, Budget execution review during the execution phase involving monitoring incurred and actual expenditures of a budget from various government sources, Identifying and researching anomalies in financial data and developing potential courses of action, Human capital management, Presentations on data-informed recommendations, Microsoft Suite, to include Power Pivot and VBA, Business Intelligence knowledge, such as Tableau or Power BI, Oral, visual, and written communications.
Functional Responsibility: Performs routine accounting activities such as maintenance of the general ledger, preparation of various accounting statements and financial reports and accounts payable or receivable functions. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks. May lead and direct the work of others. A wide degree of creativity and latitude is expected.
Analyze budget and financial status of a group of hospitals in the National Capital Region market. Determine solvency, potential gaps, and forecasting. Analyze labor categories, budget groups, and labor efficiencies. Use the Status of Funds to create reports, dashboards, and presentations. Brief market leadership on findings, accompanied by data-informed recommendations. Ensure hospital leadership has the information they need to remain as efficient as possible. Support the client leadership and individual hospital leadership by proactively providing updates and information to help shape the direction and financial health of the regional market. Promote data-informed decision making in the financial management team by assisting government employees in activities and processes required for budget execution with minimal waste.
Management of appropriated funds and programs within the Defense Health Program (DHP), including formulating budget estimates and program justification for both funded and unfunded requirements.

Preferred Experience: 6+ years of experience, to include the areas listed below:
• Business Intelligence knowledge, such as Tableau or Power BI
• Clinical data manipulation
• In-depth knowledge of health care financial management principles
• Experience working with the Defense Health Agency or specific Military Treatment Facilities (MTFs)
• Certified Defense Financial Manager (CDFM) Certification through the American Society of Military Comptrollers (ASMC)
        • Experience with government systems:
            o Financial Management Information System (FMIS)
            o Military Health System Management (MHS Mart) (M2)
            o Defense Medical Human Resources System – Internet (DMHRSi)
            o Expense Assignment System (EAS IV)

Duties:
• Analyze budgets and financial data to assist government employees in activities and processes required for budget execution actions, including development of spend plans, tracking commitments, and extracting and distributing status of funds (SoF) reports.
• Determine solvency, potential gaps, and forecasting. Use the Status of Funds to create reports, dashboards, and presentations.
• Ensure leadership has the information they need to remain as efficient as possible.
• Support the client leadership by proactively providing updates and information to help shape the direction and financial health of the Network.
• Help promote data-informed decision making in the financial management team by assisting government employees in activities and processes required for budget execution.
• Exercises a high degree of initiative and judgment in interpreting and applying broad guidelines and principles to the administration and execution of resource management programs.
• Provides technical expertise in interpreting directives, planning, implementing, and directing the programming/budget, management accounting, management analysis, support agreement, and competitive sourcing.
• Plans, develops, monitors, and coordinates the execution and implementation of the total resource management program.
• Promotes broad policies, plans, procedures, and practices that will promote more effective financial management activities.
• Recommends changes to program guidance, directives, policies, accounting systems, management structure and legislation affecting program funding.
• Manages programming, budgeting, formulation, integration, justification, and execution of a wide range of programs.
• Manages goals and objectives associated with budgets.
• Provides expert financial and acquisition guidance and technical assistance on programs to Leadership.
• Participates and manages oversight of business process improvements.
• Projects and analyzes the potential effects of budgetary actions on program viability and attainment of program objectives.
• Support program execution within established cost, schedule, and performance parameters. Analyze customer requirements, develop course of action, make sound recommendations, and implement actions to ensure program success.
• Lead the planning and implementation of large programs in the function.
• Regularly interface with senior management executive leadership.
• Develops briefs for review by Program Manager and COR.
• Use management tools for front line management to enable an effective and reliable source of information for data-driven solutions.
• Refines annual programming and budget guidance based on the organization’s strategic plan, given financial constraints.
• Provides analysis on resource allocation and cost estimation on organization programs to deliver effective and efficient medical readiness capabilities.
• Coordinates and provides consultation on multiple projects, studies, and systems analyzes associated with health care programs and systems.
• Conducts both quantitative and qualitative analyzes in support of clinical and business workflow processes and recommends the planning for corrective courses of action
