Description

RWD Consulting has an excellent opportunity for a full time Human Resources Manager supporting the Corporate office located in Washington, DC. The successful candidate will lead Human Resources and collaboratively strengthen company culture and core values. Through driving organizational effectiveness and leading change, the Human Resources Manager will have proven experience and be a subject matter expert in all critical disciplines of Human Resources. Required Qualifications:

  • Bachelor’s degree in Business Administration, Management, Human Resources or closely related field required

  • Strong knowledge of EEO and similar regulatory and compliance responsibilities

  • 8+ years progressive experience in management, training, compensation, benefits administration and plan design, HR systems management, employee relations, policy/procedural development, operations and communications within a complex, US Federal Government contracting environment

  • Ability to develop and maintain robust, scalable HR service capabilities (processes, systems, policies/procedures, organization and compliance) to support company’s growth

  • Ability to build relationships with employees at all levels of the organization, including senior leadership

  • Excellent written and verbal communication skills including negotiation, influencing, conflict resolution and presentation skills

  • Strategic and analytical skills with the ability to resolve a wide variety of complex issues or problems independently with high-level direction

  • Strong computer skills, including Microsoft Office products (Outlook, Excel, Word, PowerPoint) as well as payroll and account software applications

  • Bilingual, Spanish preferred

Scheduling Details:
  • Monday - Friday (8am-5pm)

Duties include, but are not limited to the following:
  • Serve as primary point of contact for employee relations

  • Execute employment processes. Requirements include but are not limited to supporting personnel throughout the full cycle of employment, administering training and development initiatives, and ensuring compliance with employment laws and regulations

  • Responsible for administration of personnel actions, to include performance appraisals and disciplinary action

  • Oversee all Human Resources initiatives, systems, and strategies with responsibility for measuring effectiveness and efficiency

  • Conducts job analysis and create job descriptions; Maintains job descriptions to accurately reflect position duties. In collaboration with Department Directors, makes changes as required and distributes copies to appropriate staff

  • Establish and maintain effective work relationships with others

  • Provide professional consultation and program leadership techniques

  • Provide methods and procedures of program area and administrative functions

  • Design, implement and administer company benefits package

  • Review, update and manage company policies and guidelines

  • Responsible for on-boarding of new hires, benefit enrollments and management of data entry into other employment systems

  • Initiate, deliver and assist in coordination of employee development/performance management programs

  • Provide assistance, guidance and counseling to management staff and associates in order to maximize the quality and professionalism of field staff by listening and interpreting concerns and objectives and seeking solutions

  • Conduct recruitment activities and interviews for all positions. Ensure all other pre-selection activities are completed, including drug testing, reference checks, background checks, etc.

  • Ensure all new hires and existing associates possess proper employment eligibility verifications

  • Ensure compliance with all Company policies and procedures and Federal, State and Local laws and regulations which pertain to Human Resources. Implement new procedures and communicate verbally and in writing any new requirements

  • Oversee compliance with Affirmative Action Plan

  • Manage the administration of wages and benefits to ensure the accurate and equitable application of same, analyzing and applying information retrieved from moderately complex reports, manuals and/or computer systems

  • Relays benefit information promptly and accurately to employees' by assisting in the open enrollment process and re-enrollment as necessary. Demonstrates basic understanding of key benefit programs and assists employees as needed

  • Ensures Human Resource files are up to date and correct as well as payroll statuses are correct

  • Ensures compliance with Federal and State legislation pertaining to all personnel matters. Maintains knowledge of industry trends and employment legislation to ensure compliance

  • Processes separation paperwork, responds to employee inquiries regarding the separation process; guide managers through involuntary separation process

  • Researches and responds to general employee and manager inquiries related to benefits, policies, and other HR related topics

  • Conduct market analyses to provide salary survey data in support of RFP, RFQ and RFI activities

  • Analyze wages, salary reports and data to determine market value and competitive compensation plans

  • Coach and advise management on appropriate resolution of employee relations issues

  • Represent organization at employment-related hearings and investigations

  • Provide administrative support in executing and enforcing quality management policy and procedures, e.g., audits, process reviews, documentation and electronic updates
