Position Title: Proposal Specialist
Location: Washington, DC (Hybrid)
Compensation: $80k - $90k depending on experience, full benefits package to include, medical, dental, vision, STD/LTD, Life and AD&D and 401k with compan match
Position Overview:
The Proposal Specialist supports the business development and proposal management functions of RWD Consulting, LLC. The successful candidate will identify and analyze federal contracting opportunities, prepare concise opportunity briefs, and contribute to the development of high-quality proposal responses. This role demands strong analytical, organizational, and creative skills, with an emphasis on attention to detail and the ability to work independently.
Key Responsibilities:
Opportunity Identification and Analysis:
Utilize platforms such as GSA eBuy, GSA, SAM.gov, and agency forecasts to conduct data mining and identify relevant opportunities aligning with RWD’s business objectives.
Prepare opportunity briefs summarizing findings for review by leadership.
Proposal Development Support:
Assist the Proposal Manager and Director of Business Development in analyzing Requests for Proposals (RFPs), Requests for Information (RFIs), and Requests for Quotes (RFQs) to determine response requirements. Support the collection and organization of technical content for proposal responses. Submit Past Performance Questionnaires (PPQs) to customers and track their completion. Serve as a reviewer and editor for draft proposal responses, ensuring compliance and quality standards.
Content Creation and Graphics Development:
Design and create graphics for use in proposals, ensuring visual content aligns with RWD branding and enhances the clarity of submissions. Utilize tools such as Adobe Creative Suite and Microsoft Office to produce polished deliverables.
Administrative and Organizational Support:
Maintain proposal-related files and resources in SharePoint.
Monitor deadlines and support Proposal Manager and Director of Business Development in the management of proposal schedules to ensure timely and high-quality submissions.
Required Qualifications:
Technical Skills:
Proficiency in Adobe Creative Suite, including InDesign, Illustrator, and Photoshop.
Expertise in Microsoft Office Suite (Word, PowerPoint, and Excel).
Familiarity with SharePoint and web-based tools for collaboration and content management.
Competencies:
Exceptional attention to detail and ability to proofread effectively.
Strong time management skills, with the ability to prioritize and meet deadlines in a fast-paced environment. Ability to work independently, exercise sound judgment, and maintain discretion with sensitive information.
Work Environment:
This position offers a hybrid work environment with the flexibility to work remotely as necessary. Occasional on-site meetings may be required.

Required Qualifications:
- Education: Bachelor’s degree in Marketing, Communications, Journalism, Graphic Design, or a related field.
- Experience: Minimum of 3 to 5 years in a federal government contracting environment, with hands-on proposal development and coordination experience.
Technical Skills:
Proficiency in Adobe Creative Suite, including InDesign, Illustrator, and Photoshop.
Expertise in Microsoft Office Suite (Word, PowerPoint, and Excel).
Familiarity with SharePoint and web-based tools for collaboration and content management.
