RWD Consulting LLC is seeking a highly detail-oriented Proposal Writer to support business development and capture activities across our Federal, State, and Local government portfolio.
This role is primarily focused on supporting and executing high-quality proposal responses, including RFIs, RFPs, RFQs, Task Orders, and IDIQ submissions—to support pipeline growth and maintain a high probability of winning.
This is a hybrid position based in Washington, DC, with our headquarters office located a short walk from the Dupont Circle Metro station or 16th Street bus line, with limited onsite parking available.
The Proposal Writer will work closely with executive leadership, capture managers, subject matter experts (SMEs), and Program Manager operations staff to ensure compliant, compelling, and timely proposal submissions that reflect RWD’s brand, capabilities, and value proposition.
Key Responsibilities
Proposal Development & Writing
- Lead and manage end-to-end proposal development for RFIs, RFPs, RFQs, Task Orders, IDIQs, and unsolicited proposals for federal, state, and local government opportunities
- Analyze complex solicitation documents to develop compliance matrices, annotated outlines, section instructions, and proposal schedules
- Write, edit, and refine clear, concise, and persuasive technical, management, and past performance narratives
- Ensure proposals are fully compliant with solicitation requirements, evaluation criteria, FAR/DFAR, and GSA Schedule rules
- Develop and maintain proposal templates, style guides, and writing standards to ensure consistency, readability, and quality
Proposal Strategy & Capture Support
- Support opportunity qualification, capture planning, and win strategy development in collaboration with BD and Operations teams
- Translate capture strategies, themes, and discriminators into effective proposal messaging
- Prepare proposal matrices, section mockups, and content plans aligned to win themes and customer priorities
- Support teaming efforts, including drafting and reviewing Non-Disclosure Agreements (NDAs), Teaming Agreements, and Subcontracting documentation
Research, Analysis & Content Management
- Conduct market and opportunity research to support proposal positioning
- Perform gap analyses of PWS/SOW requirements against corporate capabilities and past performance
- Maintain and continuously update the proposal content repository, resumes, past performance write-ups, and boilerplate content
- Provide research and analysis on prospective clients, competitors, and teaming partners
Production, Quality Control & Submission
- Control and monitor proposal production schedules, ensuring on-time, high-quality submissions
- Coordinate internal reviews (Pink, Red, Gold Team reviews) and incorporate feedback
- Develop proposal graphics that clearly convey technical, management, and staffing concepts
- Ensure all proposal materials align with RWD branding, value proposition, and quality standards
- Assist with final production, binding, packaging, and electronic submission requirements
Post-Submission & Continuous Improvement
- Facilitate lessons learned sessions following submissions and awards
- Contribute to continuous improvement of proposal processes, tools, and templates
- Support maintenance of opportunity tracking and reporting throughout the BD lifecycle
Required Qualifications
- Extensive understanding of the federal contracting environment and proposal lifecycle
- Demonstrated experience analyzing RFIs, RFPs, RFQs, and Task Orders
- Working knowledge of FAR/DFAR, GSA Schedules, and government acquisition processes
- Advanced proficiency with Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and SharePoint
- Exceptional written communication skills with a proven ability to produce high-quality proposal content
- Strong attention to detail and ability to manage multiple deadlines in a fast-paced environment
- Ability to work both autonomously and collaboratively
Education & Experience
- Bachelor’s degree in Business, Marketing, Contract Management, or related field (Master’s degree preferred)
- Minimum 5 years of experience in proposal writing and business development supporting government contracts
- At least 3 years of successful capture or proposal experience within an 8(a) organization
- Demonstrated success supporting prime contract wins, particularly in: Facilities Support Services, Healthcare Project Management, Logistics & Supply Management, and Information Technology
- Candidates are required to provide two references to include an immediate supervisor or manager and colleague that they worked directly with on projects
