Description

Required Qualifications:

  • All personnel assigned to this contract shall possess a Top Secret clearance with SCI eligibility.
  • All personnel shall possess proficiency in computer usage and expertise in the Microsoft Office Suite of tools.
  • Personnel should possess strong verbal and written communication skills.
  • Personnel should be capable of working in a high-operational tempo environment and be able to work
    independently.
  • Specific skillsets beyond these minimum requirements are described below.
  • At least five (5) years of experience working in the financial and/or budgeting sector.
  • Bachelor's degree in budget/finance preferred.
  • Experience working with the federal budgeting cycle and associated processes is preferred.
  • Knowledge of DOD budgeting procedures and systems is highly desired.
  • Knowledge of federal acquisition procedures and processes.
 
Duties include, but are not limited to the following:
  • Provides financial support with comprehensive knowledge of the full scope of laws, regulations, and policies affecting the Agency's accounting services, systems, and operations.
  • Identifies and monitors system transactions and performance to identify trends or anomalies and their significance to ongoing agency programs and operations.
  • Verifies proper use of funds and monitors status of financial activity.
  • Continually reviews internal financial operations, regulations and procedures to insure compliance with laws, directives, and regulations.
  • Prepare Acquisition Planning Record (APR), Purchase Requests (PR), Military Inter­ Departmental Purchase Requests (MIPR) and other purchasing documents in Contract Management System (CMS).
  • Assists with development of Support Agreements; coordinates and tracks internal and external signatory approval processes of submitted agreements.
  • Assists with developing and managing NMEC' s spend plan/budget.
  • Reviews acquisition documents, to include Independent Government Cost Estimates (IGCE), SOWs, and DD254s to ensure completeness for inclusion in APRs.
